    General Description:

    Responsible for coordinating the various employee benefit programs for the district including the medical, vision care, dental insurance plans, disability insurance, life insurance, worker’s compensation program and the employee assistance program. Administer substitute support staff hires and supervise all support staff substitutes. Processing and tracking attendance for all employees. Participates in special projects related to employee benefits and to provide general assistance to the operations of the Human Resources Department as needed.

    Qualifications:

    Bachelor’s degree required, with course work in a related field preferred, and three years of relevant benefits experience and school district experience preferred. Strong interpersonal and communication skills. Knowledge of insurance industry practices, applicable laws, regulations and policies. Strong record keeping practices and computer application skills. Demonstrated ability to deal with staff, benefit provider representatives and community members in a positive and effective manner. Ability to administer and monitor contracts with benefit providers, insurance carriers and third-party administrators. Strong organizational and problem solving skills. Proficiency with interpreting, applying, and explaining applicable laws, codes, regulations, policies and procedures. This position requires confidentiality, discretion as well as excellent interpersonal, communication and writing skills.

    Responsibilities:

    • Serves as an advocate for employees and retirees in resolving benefit or billing issues; confers with service providers to resolve disputes regarding benefits; responds to employee questions and attempts to mediate and resolve benefit problems.
    • Monitors Benefit Admin portal to ensure completion of benefit enrollment for all new hires.
    • Works closely with third-party billing provider through the Bucks & Montgomery County Health Care Consortium to process Retiree/Cobra medical premium invoices.
    • Administer the worker’s compensation program to include ensuring compliance and processing, employee communication and correspondence, troubleshooting claims, and all other related responsibilities.
    • Administers all specialized benefit programs available to staff to include the Employee Assistance Program, Life Insurance, LTD, Supplemental Aflac plans, insurance waiver program, and leave allocations Recruit and hire CSD support staff substitute employees.
    • Monitors the third-party distribution of required information to staff and maintains records ensuring compliance with all COBRA and HIPPA law regulations.
    • Manages the staff attendance tracking system for the district; maintains accurate attendance records in the HR database; creates and distributes periodic attendance reports to staff Serves as the AESOP Coordinator-Administer and facilitate the professional staff substitute service program and all other external substitute placements.
    • Performs all other responsibilities or duties as may be assigned by the Director of Human Resources
