Subject Matter Expert

This position requires at least 10 years of progressively responsible experience participating in advisory service projects and specific experience in one or more key areas (e.g., ERPs, logistics, acquisition, and audit).General Work Requirements:* Documenting agency business processes and internal controls, this may include those performed by other entities in support of the agency, making applicable recommendations for improved processes and controls, and assisting with implementing and institutionalizing related policies and procedures * Assisting with developing and implementing detailed solutions (corrective action plans) to improve business processes and/or resolve audit impediments* Preparing documentation for assertion in accordance with defined OSD Financial Improvement and Audit Readiness (FIAR) Office business rules* Identifying and reconciling data files to business and financial statement reporting, and assisting with development of repeatable/sustainable processes for data file retention and retrieval* Performing data mining and cleansing procedures* Developing and maintaining a communication plan to ensure cogent and continuous communication to assist in institutionalizing agency stewardship improvement and audit readiness* Assisting with financial statement analysis* Validating the effectiveness of corrective actions* Conducting reviews (e.g., FFMIA, FISCAM) of agency-owned and/or managed systems, Representing the agency and supporting agency positions on OSD working groupsEducation and Experience: * Bachelors Degree in relevant business or technical field* Skilled in Microsoft Office programs (Excel, Word, PowerPoint, MS Project, etc.) is required* Excellent analytical and writing skills is highly desired* Familiarity with Federal Acquisition Regulations and the principles of being directly involved in the acquisition aspect is highly desired* Familiarity of OMB Circulars A-123, Management's Responsibility for Internal Control; A-127, Financial Management Systems; A-134, Financial Accounting Principles and Standards; and the Federal Information Systems Controls Audit Manual requirements * Experience working with DoD/DLA is highly desired
