Senior Director, Human Resources and Organizational Development
Reporting to the Vice President, Corporate Services and COO, the Senior Director, Human Resources and Organizational Development is responsible for providing leadership to and overseeing all aspects of Human Resources and Organizational Development within the organization for both salaried and volunteer resources. This includes high impact human resources strategies, systems and programs that support the vision and mission of United Way/Centraide Ottawa as well as position the organization as an Employer of Choice. The areas falling within the scope of responsibilities include: strategic planning and budgeting, recruitment and selection, orientation, payroll, compensation and benefits, policy development and implementation, performance management, learning and development, volunteer management, organizational development and health and safety. Human Resources Strategic Planning Leads all aspects of the human resources strategic planning processes and develops in consultation with stakeholders and based on environmental scans (internal and external to the organization) goals and strategies. Communicates and integrates the results of the strategic planning process throughout the organization. Conducts ongoing review of all Human Resources policies, systems, programs, and practices to ensure they are aligned with and support the corporate mission and position the organization as an employer of choice and develop plans as appropriate for revitalization. Establishes and reports on departmental measurements/indicators Makes recommendations to the senior management team with respect to human r esources policies, systems, programs, procedures, and guidelines development/improvement to help align the workforce with the strategic goals of the organization. Monitors established standards and procedures to ensure consistency, efficiency and effectiveness and re-adjusts as necessary. Policies, Systems and Programs Development, Implementation and Administration Leads and oversees the implementation and revitalization of human resources policies, systems and programs. Oversees the day-to-day administration of the recruitment, payroll, documentation, orientation and benefits processes. Monitors effectiveness and efficiency and leads improvement/revitalization processes as required. Leads the development and implementation of the performance management system that integrates into the Balanced Scorecard framework. Establishes a corporate learning and development framework that includes training needs assessment, new employee orientation, career development, professional/skill development, management and leadership development as well as talent planning and management. Establishes an evaluation system to measure training impact and skill/knowledge transfer. Reviews and guides employment terminations. Leads the implementation and administration of a corporate health and safety program. Establishes/reviews in collaboration with stakeholders the compensation philosophy, structure and policies, and oversees the pay for performance system. Leads compliance with all existing and applicable legislations. Manages human resources communications and feedback through such avenues as general staff meetings, employee satisfaction surveys, exit interviews, and one-on-one meetings. Reports to/shares with senior management and other applicable stakeholders pertinent information/feedback obtained through different communications vehicles/programs. Management Oversees and manages the work of reporting staff. Assesses the need for and supports the ongoing development of staff. Participates in board, executive, management, and general staff meetings and attends other meetings and/or forums to keep stakeholders informed of new developments. Provides advice, coaching, supporting tools and ongoing liaison/coordination/ feedback to management and staff regarding human resources matters. Volunteer Management Leads and oversees the volunteer management strategy development and program implementation. In collaboration with the President/CEO and the Board Governance sub committee leads the performance management process to develop a balanced scorecard to monitor and measure Board performance in terms of effectiveness, volunteer satisfaction and training and development of Board volunteers. Develops measures by which the Board is evaluated on various performance criteria and objectives. Develops and implements strategies derived from the performance matrices to enable the Board to achieve its objectives. Budget Development and Administration Manages and monitors annual departmental budget. Qualifications University Degree in a related field At least 10 years progressive experience in Human Resources Management. Experience in strategic planning and in leading the implementation of strategic initiatives. Experience working with Senior Level Volunteers. Sound knowledge and experience in employment laws and practices, compensation, benefits, recruitment, payroll, organizational planning, organization development, health and safety, performance management and learning and development. Sound knowledge of volunteer management concepts, best practices and standards Highly developed communication (verbal and written) skills. Demonstrated presentation, leadership, training and facilitation skills. Excellent interpersonal and coaching skills. Demonstrated effectiveness in relationship building. Strong project management and time management skills. Ability to plan, organize and implement systems, plans, programs and procedures. Ability to work in a fast-paced environment and be a change leader. Problem-solving expertise and ability to influence. Initiative, flexibility and reliability. Strong analytical and conceptual thinking as well as attention to detail Enhanced ability to work in a team setting with a focus on clients. Strong collaboration skills and capacity to work effectively with individuals at all levels within and outside the organization. Excellent judgment, discretion and tact. Must be adept in the use of Microsoft Office software. Bilingualism in both official languages is an asset.
