Human Resources Director
Summary
The incumbent will be accountable for developing and monitoring the implementation and coordination of human resource policies and practices throughout their respective region/division and for the development and implementation of competitive and equitable salary administration for exempt and non-exempt personnel. He or she will deliver expertise and leadership for the internal and external recruitment and retention of qualified personnel. In addition, the incumbent is expected to counsel management and individual employees concerning salary and employment procedures, and administer the job evaluation system, performance appraisal program, and job posting process. He or she will also perform HR related training functions, participate in and coordinate the strategic succession planning process for the division, and assist and advise senior management on human resources management issues.
Essential Job Duties and Responsibilities
* Develops, recommends and monitors implementation of human resource policies and procedures in conjunction with the SVP of HR ; prepares and maintains hourly associate handbooks on policies and procedures, including languages as it pertains to contracts and collective Bargaining Agreements. * Directs the compensation program according to corporate guidelines and goals. Implements and annually updates compensation and benefits programs. Conducts annual salary surveys and compensation analysis. Monitors job description and performance evaluation programs and revises as necessary. Assures compliance with federal, state and local regulations. * Monitors new employee orientation, training, and succession planning programs. Monitors Personal Development Plan (PDP); provides employee relations counseling & exit interviewing. Encourages Promotion from within the company. * Develops and assists with the implementation of employee retention programs in conjunction with the recruitment. * Evaluates results of unit HR audits in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvement of efficiency of department and services performed. Communicates audit schedule to SVP & RM. Prepares periodic reports to senior management, as necessary or requested. * Monitors appropriate education, training and development programs. * Determines and recommends a balanced employee relations program throughout all locations. Provides advice and counsel to Senior Management and to Regional Managers in handling difficult and sensitive employee relation's issues. Protects the interests of the organization and the employee in accordance with appropriate company policies and governmental regulations. Reviews cases of serious violations of company rules governing employee conduct and recommends actions appropriate for conflict resolution, including disciplinary actions. Assures compliance with collective Bargaining Agreements. * Directs and participates in the recruiting for and selection of candidates to fill vacant employment opportunities. Ensures the quality of personnel hired the effectiveness of recruiting and selection techniques, and compliance with legislated requirements, such as EEO law. Maintains the employee Referral System. * Assists sales directors in the review of human resources issues involving potential new sales. Provides support to Regional Manager in startup of new accounts and insures for out of guideline exceptions. * Operates within a financial budget for the department that has been developed and agreed to with the SVP. * Demonstrate and promote GCA culture, values, and management philosophy.
Experience and Skills:
MINIMUM QUALIFICATIONS FOR CONSIDERATION :
CREDENTIALS Eight (8) years' managerial and supervisory experience in public or private personnel management; OR a bachelor's degree in personnel management, public administration, psychology, or education, and five (5) years general experience in the HR field OR any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

COMPUTER SKILLS:
Proficient in Microsoft Office including Word, Excel, Outlook, and Power Point.
