Human Resources Consultant - Training
Description:
The Human Resources Department for Roanoke County takes great pride in our business partnering, continuous improvement and learning, and responsiveness to the customer. We are looking for an experienced professional who can help us partner with County departments to sustain an environment of organizational learning and to create training programs that will assist these departments in the achievement of their goals and the delivery of exceptional customer service to the public. A seasoned training professional with an HR generalist background would be our ideal candidate.

Performs complex and responsible professional and administrative human resources work in the County's human resources department. Development, implementation and evaluation of a coordinated, comprehensive training program for the County are the primary responsibilities of the HR Consultant for Training. Receives limited supervision and policy direction/guidance from the Assistant Director or Director of Human Resources. Performs other duties as assigned.

ESSENTIAL JOB FUNCTIONS:
Developing a schedule of classes designed for progressive skills development of employees, especially in the area of management and leadership development.
Marketing training efforts within the County including recruiting participants, tracking participation, and providing recognition upon completion of programs.
Efficient use of fiscal resources to keep costs per person or per Department to the lowest level possible without jeopardizing program quality.
Offering a sufficient number of classes to allow departments flexibility in scheduling.
Establishing a course syllabus and learning objectives for each program offered
Providing a clearly defined process for the ongoing/regular review and evaluation of curriculum and instruction including the development and maintenance of a comprehensive inventory of both internal and external training resources.
Conducting training needs assessment in conjunction with periodic meetings with department directors to determine additional training needs.
Providing a regular course calendar to be published on HR’s Intranet site. Course announcements, when appropriate, to be distributed 4-6 weeks prior to class.
Creating and maintaining reference files and master copies of course materials (especially those provided internally).
Maintaining a database of training participation utilizing Access/Lawson software.
Semi-annual evaluation of status and accomplishments of training efforts.
Develops and implements human resources programs such as staff/management training and development, employee recognition and performance management.
Creates and implements a format for individual professional development including the use of standardized assessment tools to benchmark current status and assess employee progress.
Works independently on tasks such as consulting with supervisors and performance management.
Monitors and evaluates the effectiveness of personnel procedures.
Attends meetings and hearings as an advisor or participant.
Provides information for or gives presentations to other agencies, groups, or individuals as requested
Maintains statistical and narrative records of activities and prepares regular and special reports
Keeps apprised of federal and state laws and regulations in order to ensure compliance
Effectively communicates various subjects via group presentation, development of visual or written materials, website updates or group facilitation
Serves as consultant to other county departments in the implementation and interpretation of policies, procedures and programs
Researches and makes recommendations regarding plans of action and policy
Drafts and/or revises policies and procedures, class specifications, informational brochures and other media
Coordinates or participates in special projects as assigned
Serves in an advisory capacity, supports and replaces other staff members as needed within the department

REQUIREMENTS/PREFERENCES:

Education

Required: Bachelor’s degree from an accredited college or university, preferably in human resources administration, adult education, organization development or related field.

Preferred: Master’s Degree in any of the above fields

Experience

Required: Five (5) or more years of related work experience.

Certifications/ Licenses

Required: Valid Virginia driver’s license with good driving record.

Preferred: CPLP or PHR

Knowledge, Skills and Abilities
Considerable knowledge of the accepted principles and practices of human resources administration.
Comprehensive knowledge of learning models, training and development, program development and delivery, employee relations, and research and analysis in relation to Human Resources
Ability to communicate effectively orally and in writing with all levels of staff and the public
Ability to work independently, compile data and to make accurate and complete reports.
Effective public speaking and presentation skills
Ability to adapt training methods to diverse audiences
Skill in group facilitation

Additional Requirements
Subject to a complete criminal history background search with acceptable results. Must be able to perform the job as described in the Physical and Environmental Demands section of this job description.
