IT Systems Group Lead for Human Resources

Opportunity

The IT Division has an exciting career opportunity for an experienced Human Resources ERP Systems Manager. Reporting to the IT Business Systems Department Head, the IT Human Resource Systems Group Lead provides management and leadership for LBNL's Human Resource information technology systems. The position includes supervision and leadership of 5-10 IT professionals responsible for the design, development, implementation, and maintenance of a range of information technology systems supporting the Laboratory's Human Resources Division, Office of the Chief Financial Officer, and LBNL's 5,000+ workers. The core technology portfolio currently includes Peoplesoft (including Core HR, Benefits, and Payroll), Java- and Perl-based custom applications, Taleo, and the Oracle database. The HR Systems Group Lead works closely with all stakeholders to identify business and technology needs, develop strategic plans, define business and application requirements, and plan system acquisitions, development and implementation through the entire project development lifecycle. The IT, HR and CFO organizations are actively pursuing strategic business process and technology modernization projects, and the services and technology portfolios will be expanding and changing significantly in the coming years, exploiting cloud computing and 21st century business and technology practices. This position offers and a rare and exciting opportunity to help lead the transformation of these systems and services at one of the world's leading scientific institutions.

Specifically, you will:
  • Provide vision and leadership for the strategic IT needs in support of HR-related business operations at LBNL.
  • Develop highly effective partnerships with customer organizations to optimally support both ongoing operations and the evolution of new services and systems. Act as primary IT Division representative to the Human Resource Division, CFO Payroll Office and external stakeholders such as UC Office of the President.
  • Research, evaluate and recommend new IT technologies and business strategies to meet evolving needs.
  • Lead, supervise, and develop a team of 5-10 computer systems professionals: define goals and expectations, establish roles and responsibilities make assignments, mentor staff, lead professional development, perform annual evaluations.
  • Manage resources and budgets for the ongoing operations and special projects.
  • Assure compliance with DOE, UC and Laboratory requirements and policies governing IT systems, including cyber security, change control, project management, safety, etc.
  • Collaborate with peer managers in the Business Systems Department to support IT operations and strategic objectives.
  • Coordinate with stakeholders, including customers, end user representatives, and peer IT organizations to ensure overall quality of service delivery.



Qualifications:
The successful candidate will have demonstrated successful experience managing and leading a group of IT professionals in a similar capacity. Desirable knowledge, experience and qualifications include:
  • A minimum of five years experience in leading IT HR systems, including responsibility for designing, developing, and implementing application software.
  • History of managing an IT group of similar size with full project and budget responsibilities.
  • Experience with Peoplesoft HR, especially Core HR, Benefits and Payroll.
  • Demonstrated project management experience and skill, preferably leading major IT systems implementations.
  • Training and experience with business process reengineering related to information technology systems.
  • Knowledge of relational database principles and technologies, preferably Oracle.
  • Knowledge of modern web architecture, technologies and services.
  • Demonstrated ability to establish standardized operational IT policies, practices, procedures, and processes.
  • Knowledge and experience with Software Quality Assurance principles and practices.
  • Excellent written and oral communications skills and a quality customer service orientation.
  • Proven ability to work in a dynamic, complex and collaborative environment.
  • Advanced degree in computer science, business administration, or other engineering fields, or the equivalent demonstrated experience in IT management in a large complex organization.

This is an indefinite (career) appointment. This position requires completion of a background check.

Effective January 1, 2011, all National Laboratory employees will be subject to a two year pay freeze. This position falls under this provision for Lawrence Berkeley National Lab's fiscal years: 2012-2013 (October 1, 2011 - September 30, 2013).
