Supervision Given: None Job Accountabilities: Assists supervisors with the development and implementation of safety management plans for the assigned facility to meet applicable corporate policies, business goals, and regulatory compliance. Supports the communication of safety initiatives to facility personnel through audio, audiovisual, printed material, and other communication media. Coordinates, provides, and/or conducts safety training and education. Organizes the selection of operating rules and safety-related information to assist various audiences in accepting, understanding, and applying knowledge to their respective activities, duties, and responsibilities. The audiences may include employees, supervisors, managers, technical staff, and contractors. Assists supervisors with the development and implementation of safety meetings for the assigned facility. Lead safety meetings as needed and/or participate in safety meetings as a technical advisor. Participate in and lead facility safety committees and may participate in joint bargaining unit/management safety committees. Works with local authorities to review and assess emergency response procedures and capabilities. Coordinates with facility Environmental Specialists and other facility Safety Specialists to proactively address safety issues and concerns. Tracks, analyzes, and interprets safety performance measures. Provides periodic updates and reports to facility management and implements performance plans utilizing data gathered. Administers the facility safety filing system and all relevant records to keep the facility in compliance with safety rules and regulations. Establishes and maintains training documentation, filing, certificates and other administrative record keeping. Assesses facility compliance with safety rules and regulations, and ensures existing policies, practices and procedures are being followed. Conducts facility safety compliance audits. Performs safety rule, operating rule, policy, and procedures compliance audits. Performs onsite industrial hygiene and safety monitoring activities. Demonstrates leadership in the area of safety. This requires observing and enforcing safety rules, encouraging safe work behaviors, and promptly correcting conditions and unsafe behaviors, which may lead to accidents. Conducts accident/incident investigations and prepares regulatory reporting. All other duties as assigned. Job Qualifications: Education or experience equivalent to a four year degree from an accredited college or university, with emphasis in safety, industrial hygiene, physical or natural sciences, or related area preferred. Certified Safety Professional (CSP), Occupational Health and Safety Technician (OHST), Construction Health and Safety Technician (CHST), Certified Utility Safety Administrator (CUSA), or Certified Industrial Hygienist (CIH) designation preferred. A minimum of three years technical and/or professional experience; experience in safety, industrial hygiene, emergency management, work or safety management, or compliance planning preferred. Working knowledge of electric, gas or steam operating practices, construction standards, work methods, equipment, maintenance practices, regulatory compliance, and materials preferred. Demonstrated ability to develop, implement, and maintain training plans and materials through multiple types of mediums (e.g. written, audio, video, graphic) preferred. Demonstrated ability to establish and maintain good working relationships with government agencies, utility groups, and other industries. Knowledge of safety rules and applicable Occupational Safety and Health Administration (OSHA) regulations as they apply to the utility industry. Demonstrated ability to interpret government regulations. Demonstrated effective analytical skills and ability to perform basic analysis on performance measures. Demonstrated effective interpersonal, verbal, and written communication skills. Demonstrated ability to use computer software programs (e.g., e-mail, word processing, spreadsheet, database, and project management) preferred. Ability to work in a diverse work environment. Must possess a valid driver-s license.
