SUMMARY: The eProcedures Specialist for the Facilities Division has the primary responsibility for the revision and development of Facilities work procedures. This position will work with IT to integrate facilities procedures into the software maintenance program and ccordinate the development and production of training tools including videos. This position reports to the Facilities Safety Manager and normally functions with minimal supervision on day-to-day work.

ESSENTIAL RESPONSIBILITIES:
  • Provide oversight and direction for the virtual recordkeeping of Facilities Procedures. Work with Facilities staff to assess needs for documentation and new procedures, and develop effective procedures.
  • Interact on a frequent basis with Facilities operating groups to understand their activities (and those of related groups) and apply in-depth knowledge of Facilities operations in preparing recommendations of procedures.
  • Develop, implement, and maintain various information management and document control systems for procedures, including design and set-up of a procedures Web Site for Facilities staff. Assist technical personnel in formulating procedures according to established Facilities guidelines. Set up systems to track the review and implementation of procedures where a fixed schedule is required.
  • Develop and implement training resources and tools to assist line managers in providing timely, complete, and effective training to their staff. Work with Facilities staff and EH&S to review and develop training materials to meet changing regulatory requirements.
  • Develop documentation and information management tools to assist line managers in monitoring training requirements of their staff. Coordinate the Facilities training program with LBNL, EH&S and other programs to maintain an integrated, cost-effective approach. Assist Facilities Safety Program Manager and Safety Coordinator in assuring that EH&S training requirements for staff are adequately identified and implemented.
  • Maintain up-to-date knowledge of all DOE procedures and/or regulations and identify any changes in DOE procedures and/or regulations in order to implement required training and ensure compliance. Represent the Facilities eProcedure Room to counterparts from other national user facilities within the DOE complex.
  • Perform special assignments and projects in support of the Facilities Division; stay abreast of Laboratory developments involving operations activities. Act as a resource for other Laboratory programs to aid in development of procedures and training.


ESSENTIAL QUALIFICATIONS:
  • Requires a minimum of 5-years of related experience or an equivalent combination of education and experience.
  • Strong verbal, written and interpersonal communication skills sufficient to interact effectively with the wide variety of Facilities staff including the ability to present ideas persuasively and convince others of the need to implement new policies and/or procedures.
  • Demonstrated computer skills including experience and familiarity with Web Based applications and search engines and substantial experience with word processing software (Microsoft Word).
  • Knowledge of the equipment, environment and functions of a facilities organization in order to provide guidance to technical staff members on the needs for procedures and/or training.
  • Experience providing administrative support in a technical environment including familiarity with environment, safety, and health issues and government regulations associated with facilities operations.
  • Demonstrated problem-solving skills and analytical ability.
  • Excellent planning and organizational skills.


MARGINAL QUALIFICATIONS:
  • Demonstrated experience with document control systems.
  • Experience with training tools and programs.
  • Knowledge and experience with organizational change management.
  • Familiarity with Dept. Of Energy programs and procedures.
