DIRECTOR OF TAXATION Our client seeks a Director of Taxation who will be responsible for the operating activities of the Tax Team, reporting directly to the Vice President of Taxes and with three direct reports. As a key member of the teams management, the Director will take a significant lead in setting direction and implementing team strategy which centers on (1) the review, formulation, and submission to Congress, the Treasury Department, and the Internal Revenue Service of technical and policy recommendations for improvement of the federal tax process; and (2) the delivery of services to members which focuses on helping members provide the highest quality professional tax services. The Director will also have direct line management responsibility for three senior technical managers, and provide support to the Tax Executive Committee. The Director of Taxation will also play an important liaison, coordination and representation role through relationship management, both with regard to internal and external stakeholders. Responsibilities: Relationship Management (30%) Analyze operations to evaluate the Tax Teams performance and its staff in meeting objectives, and to determine areas of potential cost reduction, program and or process improvement. Improve the operational systems, processes and policies in support of the Tax Teams mission -- specifically, support better management reporting, information flow and management, and business process improvement. Establish and implement departmental policies, goals, objectives, and procedures, conferring with committee members, senior leaders, and staff members as necessary. Create a culture of continuous learning to support effective change management and continuous improvement. Determine staffing requirements, and interview, hire and train new employees, or oversee those personnel processes. Manage departmental and individual performance by setting goals, standards and expectations, monitoring the execution of the goals, providing clear and consistent feedback to staff, and timely preparing annual reviews. Align tools and technology to support individual and organizational performance. Drive initiatives in the management team and organizationally that contribute to long-term operational excellence. Participate in periodic state society and internal stakeholder briefings; coordinate activities as appropriate. Organizational Effectiveness (45%) Effectively manage the planning for and operations of the Tax Executive Committee (TEC). Implement and oversee the annual committee appointments, TEC liaison and review, and Tax Division Leadership Group processes. Coordinate the activities of TEC task forces, as needed. Substantively review advocacy submissions at appropriate junctures of projects. Timely prepare issue briefings before each Board of Directors meeting. Actively participate in periodic TEC chair, vice/IP-chair, and VP calls. Actively participate in periodic Tax Team meetings. Coordinate with the Legislative and Political Affairs Team in complying with the letter and spirit of the Lobbying Disclosure Act (and any associated rules). Participate in external communication briefings (tax press) as appropriate. Speak at conferences in areas of expertise. Organizational Leadership (15%) Drive short and long-term organizational planning and strategy including initiatives geared toward Operational excellence. Develop and manage a proactive training and development system for staff. Lead by example including by personal participation in leadership development training. Use those skills mentoring the teams management staff and others as needed. Develop an impactful relationship with the HR staff that will guide the successful management of the Tax Team.
