Working as the Senior Project Manager Network Technical Engineer, you will administer and provide technical direction to department engineers as well as plan and coordinate larger-scale network and/or engineering projects or several medium or small projects while acting as a technical specialist for a specific section.
The Senior Project Manager Network Technical Engineer typically reports into third level management and may oversee a team or be an individual contributor. Position may provide training or mentoring to less experienced staff, and may also provide feedback for the evaluation of new staff.

The Regional Senior PM is responsible for executing against the Plan of Record (POR) for his/her assigned focus area(s) on time and delivering a quality product for AT&T customers. This position administers and provides technical direction within their respective region to ensure necessary alignment across focus areas to deliver on the POR. Also coordinates cross functional activities to complete major projects following the responsibilities outlined below.

Key PM Responsibilities:
1. Standard Responsibilities:
· Ensure successful project execution by delivering desired results on time and at the expected level of quality
· Develop and manage project scope, including formal scope change control process
· Create and maintain positive working relationships, which build collaborative and committed teams to deliver desired project results
· Communicate all POR changes to Integrated Planning in a timely manner
· Develop and manage project plan, schedule
· Develop and manage project communications plan
· Develop, manage and communicate risk and risk mitigation plans as appropriate
· Escalate project issues as appropriate to support successful project execution
· Contribute input to general OPEX Budget and/or CAPEX Budget responsibilities as appropriate
· Ensure work is properly prioritized for effective and timely management of resources across the region
· Manage project resources and coordinate cross functional resources to meet project requirements
· Manage external vendors to support project execution
· Work with National/Market "Edge to Edge" and Regional "End to End" to manage cross functional hand-offs, dependencies and communications
· Work with NP&E functional organizations to manage hand-offs, dependencies and communications to ensure execution of POE
· Coordinate and collaborate with Market AMs to support Regional projects.
· Develop and communicate accurate and timely project status reports to project stakeholders and leadership
2. Areas of Focus Responsibilities:
· Regional SGSN PM
- Manage all activities for various SGSN projects from: installation, to integration and acceptance, and thru traffic migration by the POR or critical capacity dates through traffic migration.
- Manage all SGSN end of life cycle and "rip and replace" projects on time as per POR requirements
· Regional E911 PM
- Provide leadership coordination to ensure compliance with FCC mandates for E911 Deployments - PSAP, P1/P2 Request, Reroutes, E911 Accuracy Drives, E911 Element Upgrades
- Contributes input to budget creation and forecasting commitments
· Regional RAN/Special Projects/Quality Initiatives PM
- Oversight for all national, region and market driven program execution such as but not limited to Performance Improvement Initiatives i.e. Get To Green, Parameter Standards Initiatives and Special Projects identified by RAN senior leadership
- Coordinate Field Guide Alerts to ensure proper, uniform and timely execution of network quality enhancements
- Manage Gold Standards (perform audits on network elements and work with local market to define and implement an action plan to correct any audit findings)
- Provide PM support for special events across the region.
· Regional TNRP PM
- Lead various TNRP initiatives throughout the project lifecycle phases such as planning, budgeting resources, scoping, execution, operational acceptance and monitoring / quality control.
- Coordinate regional rollout in support of the TNRP national schedule for any initiative that improves the network (e.g. Software Upgrades and Deployments, New Enablers, New products, FFA (First Field Application), SFA (Second Field Application))
· Regional Network Testing PM
- Provide leadership for NP&E call testing initiatives to support functionality and quality checks following migrations and various other network activities (e.g. NP&E E911 Trunk Augments, Rehomes, IuR, IuB, IUPS, Trunk augments, New Product initiatives)
- Coordinate and oversee functional testing (Reports on testing results,engages groups to work on testing issues until expected result are achieved.)
- Contributes input to budget creation and forecasting commitments
· Regional Asset Optimization PM
- Regional project manager responsible for working with National Asset Optimization / Rationalization / Harvesting team to oversee and execute Regional and Market components of the Asset Optimization program and ensuring Sarbanes-Oxley compliance.
